The Northeast Boundary Tunnel is part of a $2.7 billion program by DC Water to mitigate combined sewer overflow (CSO) discharges into the Anacostia and Potomac Rivers and bring flood relief to NE Washington D.C. The tunnel is a challenging alignment with 15 curves, shaft entry and exit, and only one shaft online in a lengthy 26,737 ft. to check alignment. The tunnel and all associated structures are designed with a 100-year service life. The tunnel and all shaft support are designed by Salini Impregilo Healy/Lane Construction while the remaining permanent structures are designed by DC Water.
The work environment for the shaft construction along Rhode Island Avenue is challenging with six small shaft sites combined with urban residential neighborhoods and a high traffic corridor. Another two shaft sites are under construction at W Street NE and at Mount Olivet Road. A tunnel boring machine (TBM) uses a conveyor belt to remove debris in the tunnel and with a 17 cubic yard clamshell at the shaft.
The project will be presented by Shane Yanagisawa, P.E. who is the Project Director for the designer/builder Salini Impregilo Healy/Lane Construction.

Shane Yanagisawa, PE, graduated from Rice University in 1979 with a Bachelors in Civil Engineering. After working as a structural designer, Shane went back to school at the University of Texas at Austin and obtained a Masters in Construction Engineering. Since then, he has worked in many roles at many firms specializing in tunnel construction and is currently the Project Director for Lane Construction on the Northeast Boundary Tunnel. Shane’s tunnel portfolio range in size from 14 to 32 ft in diameter and up to 28,000 ft long. Shane is a registered professional engineer in TX, WA, CA, MI, and AZ and has taught classes regarding tunneling at the Colorado School of Mines.
