ASCE/COS 73-23: Standard Practice for Sustainable Infrastructure

Terry Neimeyer, Chair of the ASCE Committee on Sustainability, will be discussing ASCE’s first-of-its-kind standard, ASCE/COS 73-23: Standard Practice for Sustainable Infrastructure, which provides guidance for infrastructure owners to develop and implement sustainable solutions throughout a project’s entire life cycle.  The standard is a non-mandatory, performance-based consensus standard designed for civil infrastructure ranging from transportation projects to water systems and the energy grid.

The standard’s performance-based approach to sustainability is intended to:

  • Allow for implementing sustainability strategies on a project-by-project basis.
  • Involve the project owner in establishing the “triple bottom line.”
  • Facilitate the use of rating systems or other tools to measure the sustainability of the project.
  • Encourage creativity and innovation in the design and construction community.
  • Allow for optimizing any conflicting environmental, social, and economic requirements of the project.

ASCE 73-23 also focuses on reducing embodied carbon, which refers to the greenhouse gas emissions stemming from the entire process of transporting materials, constructing, operating, and maintaining an infrastructure project. The standard directs project owners to develop and implement a greenhouse gas emission reduction plan to reduce the total infrastructure solution emission by 15% from the solution’s baseline.

About the speaker

Terry Neimeyer, PE, ENV SP, Dist.M.ASCE, BCEE is past Chairman of the Board, CEO and President of KCI Technologies, a multi-disciplined engineering firm headquartered in Baltimore, MD with 65 offices in 24 states in the US.  KCI has over 2300 employees and over $450 million in annual revenues and is ranked number 48 on the Engineering News Record (ENR) top 500.  He has spent his entire 44 year career at KCI in both their Baltimore and Delaware offices starting as an engineer-in-training and rising to be President in 1995 and CEO in 1999. He has been awarded Engineer of the Year by ESB in 2002 and Civil Engineer of the Year by ASCE Maryland in 2001.  Terry is a past national Chairman of the American Council of Engineering Companies, past President of ACEC Maryland and past Chairman of the Institute for Sustainable Infrastructure. He serves as past Chairman of ASCE’s Industry Leaders Council and is a past section President for ASCE Delaware, is a Distinguished Member of ASCE and is a past national ASCE Board member.  Terry earned a B.S. in civil engineering from the University of Delaware, a M.S. in environmental engineering from Johns Hopkins University, and a M.B.A. from Wilmington University and is a registered professional engineer in six states.

Welcome to the website of the National Capital Section of the American Society of Civil Engineers (ASCE), a professional society for civil engineers.  ASCE was founded in 1852, represents 130,000 members of the civil engineering professional worldwide, and is America's oldest national engineering society.

The National Capital Section was founded in 1916 and currently has more than 3,100 members.  The section is located in Region 2 (link to region 2: http://region2.asce.org/). The National Capital Section serves the District of Columbia; the counties of Montgomery and Prince Georges in Maryland, except College Park in Prince Georges County; the counties of Fairfax and Arlington, and City of Alexandria in Virginia. The National Capital Section's mission includes:

  • To advance the professional knowledge and improve the practice of civil engineering for our members and those we serve.
  • To advocate for our profession with those whose actions affect us, and to educate those whose actions and responsibilities could benefit from a better understanding of the contributions of civil engineers.
  • To improve our community through effective community outreach programs, local involvement and educational efforts.
