Join us for the ASCE NCS November Section Meeting, where we’ll explore how service life modeling informs the design, maintenance and long-term performance of our region’s critical infrastructure.
Experts from WJE will present practical approaches to service life assessment and deterioration modeling, followed by a panel discussion featuring representatives from Arlington County and the Metropolitan Washington Airports Authority (MWAA).
Together, the presenters and panelists will share perspectives from both the consultant and facility owner sides, highlighting how data-driven service life modeling supports asset management, capital planning, and durability decisions across diverse infrastructure systems.
About the Speakers: Travis Green and Rob Cole (WJE)
Mr. Green (left) is a Principal at Wiss, Janney, Elstner Associates, Inc WJE) in Washington, DC. He has worked at WJE for 25 years and focuses on assessment and repair of existing structures. Travis has specialized experience in welding, nondestructive testing, precast concrete, and post-tensioned concrete. He is currently Chair of the American Welding Society D1.1 committee and is a member of other AWS and PCI committees.
Mr. Cole (Right), a Senior Associate has worked at WJE for 7 years and focuses on inspection, instrumentation, non-destructive testing, and repair of existing structures, with an emphasis on bridge, transportation and parking structures. He holds a Bachelor of Science degree in Civil Engineering and a Master of Science in Structural Engineering from Virginia Tech.
About the Panelists: John Lawler (Arlington County) and Rachel Redmond (MWAA)
Mr. Lawler, PE (Left), Chief Support Engineer for the Arlington County Department of Environmental Services, Water Sewer Streets Bureau, has over 17 years of experience in the planning, design, management, and delivery of transportation and utility projects and programs. He currently oversees the short- and long-term planning and renewal of Arlington County's 1,058 lane-miles of roadways, 525 miles of sidewalk, 458 miles of gravity sanitary sewers, 4 miles of force mains, 500 miles of water mains, 16,000 water valves, 38,000 water service lines, and five drinking water pump stations. Mr. Lawler holds both a Bachelor of Science and a Master of Science degree in Civil Engineering from the University of Kentucky, and is a registered Professional Engineer in the Commonwealth of Virginia.
Rachel N. Redmond, B.Arch., MPS, LEED AP (Right), Facilities Asset Management Program Manager at the Metropolitan Washington Airports Authority is the Facilities Asset Management Program Manager at the Metropolitan Washington Airports Authority, where she leads strategic programs that enhance the performance, sustainability, and lifecycle management of critical airport infrastructure at both Reagan National (DCA) and Dulles International (IAD). With a diverse background spanning architecture, airport planning, and infrastructure development, she has held key roles at Dallas Fort Worth International Airport, the Federal Aviation Administration, and several leading architecture and engineering firms. Her expertise lies in integrating data-driven planning, interagency collaboration, and capital program strategy to advance resilient, efficient, and future-ready airport systems. A LEED Accredited Professional, Howard University- trained architectural designer, and Georgetown University–trained urban planner, she is passionate about bridging infrastructure, policy, and asset management to deliver sustainable, long-term value within the aviation ecosystem.
