Join the ASCE National Capital Section for our January meeting, featuring an in-depth presentation on the Concourse E project at Washington Dulles International Airport (IAD). Part of the airport’s Next Program (https://www.flydulles.com/Next), Concourse E is a key expansion initiative that will enhance the passenger experience, improve operational efficiency, and accommodate future growth at one of the nation's busiest airports. The presentation will provide insights into the project’s design, construction, and innovative strategies used to overcome challenges associated with large-scale airport infrastructure development.
The $580 million Concourse E project is a state-of-the-art expansion spanning approximately 400,000 square feet and will include 14 new gates to accommodate domestic and international flights. Designed to handle growing passenger demand, the new concourse will feature modern passenger amenities, expanded seating areas, and advanced infrastructure to support airline operations. The project is an integral part of IAD’s long-term development plan and will significantly enhance the airport’s capacity, enabling it to better serve over 24 million annual passengers.
Our speakers, Christopher Beausoleil, PE, CCM, Construction Director and Jordan Small, PE, Civil Design Project Manager, will walk us through the project’s goals, milestones, and progress to date. Attendees will gain valuable knowledge about integrating complex design and construction processes in a dynamic airport environment, as well as the role of collaboration between engineering, construction, and airport operations teams.

About the Speakers
Christopher Beausoleil, P.E, CCM, Director of Construction, Dulles International Airport
Christopher, a civil engineer with over 35 years of experience, has managed some of the most complex infrastructure projects in the region. A graduate of Virginia Tech, Chris holds both a Bachelor’s and a Master’s degree in Civil Engineering with a specialization in Construction Engineering and Management. As Director of Construction at Dulles International Airport, Chris oversees multi-billion-dollar infrastructure programs, leveraging his deep technical knowledge and decades of experience to ensure the seamless delivery of critical engineering projects.
His career spans diverse sectors, including aviation, transit, and building systems. Notable projects under his leadership at the Metropolitan Washington Airports Authority include the Tier 2 East Concourse (“Concourse E”), the Dulles Corridor Metrorail Project (Silver Line Phase 2), and the renovation of the historic Main Terminal at Dulles International Airport. In addition to his career at Dulles Airport, Mr. Beausoleil also served in leadership roles with Parsons Government Services, working on the US Capitol Power Plant Refrigeration Plant Revitalization Project and Pentagon Renovation (PenRen) Pentagon Emergency Response Center design build MILCON project.
Mr. Beausoleil is licensed as a Professional Engineer in Virginia and the District of Columbia. He is also a Certified Construction Manager by the Construction Management Association of America (CMAA).
Jordan Small, PE, Civil Project Manager, Dulles International Airport
Jordan Small, PE is a civil engineer at the Metropolitan Washington Airports Authority. He currently serves as the Civil Project Manager for the Tier 2 Concourse (“Concourse E”) at Dulles International Airport and oversees various other projects at Reagan National Airport. Prior to joining MWAA, Jordan worked in the private sector as a Design Engineer at Airport Design Consultants Incorporated (ADCI), contributing to major projects at Baltimore-Washington International Airport and Philadelphia International Airport. Jordan holds a Master’s in Engineering Management and a Bachelor of Civil Engineering from The Catholic University of America. He is a licensed Professional Engineer in Pennsylvania and Virginia and a member of the American Society of Civil Engineers.
