I-66 Inside the Beltway and I-395 Express Lanes Northern Extension

Ms. Baxter will discuss traffic demands related to the I-66 Inside the Beltway Program which includes implementing peak period managed toll lanes, in which the revenue will be used for transit serving the corridor, as well as the 4 mile widening of the eastbound lanes between the Dulles Connector Road and Ballston.

Mr. Lerner will talk about traffic studies in Northern Virginia and will specifically discuss as examples the traffic operations analyses for the I-395 Express Extension as well as the studies for the transformation of Tysons.

Amanda Baxter has nearly 20 years of diverse experience in planning, analysis, and environmental documentation for complex transportation planning studies and engineering projects. In March 2015, Ms. Baxter returned to VDOT as the Special Projects Development Manager working on key transportation initiatives in Northern Virginia. In her role, Ms. Baxter coordinates and implements Special Studies in support of the Secretary of Transportation, VDOT Commissioner, VDOT Chief Engineer and senior leadership. Ms. Baxter is responsible for the oversight and coordination of VDOT resources to direct Special Projects in order to provide transportation facilities that meet or exceed VDOT standards and requirements. Currently she is the Project Manager for the I-66 Inside the Beltway Program which includes implementing peak period managed toll lanes, in which the revenue will be used for transit serving the corridor, as well as the 4 mile widening of the eastbound lanes between the Dulles Connector Road and Ballston. She is also leading the environmental and traffic studies for the I-395 Express lanes including multimodal improvements at the Pentagon and most recently she has initiated the environmental and traffic study for the I-95 Express Lane extension to Fredericksburg as part of the Atlantic Gateway program. Before returning to VDOT, Ms. Baxter served as a Vice President for Whitman, Requardt and Associates working on key Regional transportation projects in the Mid-Atlantic such as Maryland’s Purple Line Light Rail and the High Rise Bridge study in Hampton Roads.


Abi Lerner, P.E. is the Associate Manager of Special Project Development at the Virginia Department of Transportation. In his role, he is responsible for coordinating the planning and implementation of all transportation and land development projects associated with the Tysons revitalization program. He is also working on project development and traffic analyses for key Northern Virginia projects including I-66 Inside the Beltway and I-395 Express Lanes Northern Extension. Previously, he was the Deputy Director of Transportation for the City of Alexandria, VA. Abi has a B.B.A. in Engineering Management, a B.S. degree in Civil Engineering and an M.S. in Community and Regional Planning from the University of Texas at Austin. Abi is the current Mid-Colonial District representative on the Board of Direction of the Institute of Transportation Engineers.

The National Capital Section serves the District of Columbia; the counties of Montgomery and Prince Georges in Maryland, except College Park in Prince Georges County; the counties of Fairfax and Arlington, and City of Alexandria in Virginia. The National Capital Section's mission includes:
